Singapore

In 2014, Singapore passed the Remote Gambling Act, which explicitly outlaws online gaming provided by foreign operators and permits limited online gaming to be offered by licensed entities.

The government, which began enforcing the law in early 2015, now blocks access to foreign online gaming providers. In February 2015, Singapore officially blocked hundreds of unlicensed sites. The law also prohibits financial institutions from processing online gaming payments.

Singapore's lottery operator, Singapore Pools, and the Singapore Turf Club are expected to apply for exemptions from the law. Singapore Pools is currently authorized to offer lotteries, numbers games and sports wagering online, and the Singapore Turf Club offers betting on horse racing online.

Under the Remote Gambling Act, a person can apply for a certificate of exemption that would allow it to provide a Singapore-based remote gambling services where the service is provided in the course of carrying on a business in Singapore, the central management and control of the service is in Singapore, any relevant internet content is hosted in Singapore.
