PeruPeruvians have access to locally licensed online sites and foreign gambling online operators. The first online gaming license was granted in 2008. Betsson was one of the first operators to enter the regulated Peruvian market in 2008. Intralot Peru, the leading lottery operator in the country, also offers online registration and gaming on lottery games and sports betting. In 2011, Peru amended its gambling regulations to create a system where all online gaming transactions are monitored by a computer network controlled by the government. In October 2017, Peru's gaming regulatory body, La Dirección General de Juegos de Casino y Máquinas Tragamonedas (DGJCMT), asked legislators to approve rules that restrict online gambling to companies with a physical presence in the country. The DGJCMT wants to require Peru-facing gambling sites to have a company incorporated in the country so that it will be required to pay taxes. In September 2018, legislators put forward a bill that would officially legalize online betting and iGaming. The bill includes three specific objectives: a transparent, equal market; protection measures for vulnerable groups; and the prevention of illegal gambling. In August 2022, Peru’s president Pedro Castillo officially legalized sports betting and online gaming, after the country voted to approve it in July 2022. In October 2023, Peru published the regulation of the Law of Sports Betting and Online Gambling. Law 31557, as amended by Law 31806 and implemented by Supreme Decree 005-2023-MINCETUR, created a national licensing regime for remote gaming and remote sports betting under MINCETUR and DGJCMT, with a 12% tax on net income from online gambling and a 1% excise tax introduced in 2024.
