The Gaming Act of 1997 does not cover online gaming. Comisión Nacional de Juegos de Azar (CONAJZAR), the gaming commission, aimed to draft legislation allowing online casinos to be presented to the Chamber of Deputies before the end of 2009.

As of 2026, Paraguay still lacks a comprehensive online casino law, but sports betting (including online) is regulated via concession, and the latest reforms explicitly empower CONAJZAR to authorize and supervise new online games of chance, with plans to license online betting and casino products once the monopoly structure is dismantled.
