Northern Territory

The Northern Territory is a fully regulated online wagering and internet gaming licensing jurisdiction. Under the Racing and Wagering Act 2024 and related amendments, NT licenses now carry set application, renewal and annual fees, plus a 5% gross-wagering tax (capped annually) and a separate monthly levy into a Racing and Wagering Fund, with license terms of up to 20 years for approved operators. A parallel reform to the Gaming Control Act introduces from 1 July 2025 a minimum 50% tax rate on activities conducted under an internet gaming license, replacing earlier agreement-based tax settings.

The Interactive Gambling Act allows Australian licensing authorities to enter into new Operators' Agreements with online gambling licensees, within defined parameters. The federal legislation simply precludes Australian gambling operators from offering their services to Australian residents, except for lotteries and sports and race wagering.

The Department of Treasury and Finance is responsible for the Gaming Control Act insofar as it is related to taxes and levies for the Northern Territory of Australia.

Most of Australia's leading sportsbooks are licensed in the Northern Territory.

The Northern Territory Licensing Commission was abolished on 1 January 2015, with Licensing NT and, more recently, the NTRWC and related offices handling licensing and compliance for online bookmakers and betting exchanges.
