Licensing may be applied for through the Electronic Licensing Republic of Kazakhstan, a portal serving as an "effective, transparent mechanism for information exchange between government agencies, licensees and business communities of the Republic of Kazakhstan." In 2013, Kazakh legislators debated whether to regulate online casinos as part of an overall effort to increase oversight of the whole gaming industry, but no action was taken and instead lawmakers have moved in the opposite direction by tightening bans on online casino advertising and considering criminal penalties for promoting offshore platforms.
