SPEI® allows transfers of funds between participants. SPEI® carries information to indicate if a client ordered the payment and, where appropriate, to identify it. It can also carry information to instruct the receiving participant to accredit payment to one of its customers. SPEI® began operations on 13 August 2004. SPEI® participants can give high priority payments and reserve some portion of the balance to settle these payments only. When the system receives a payment instruction, it stores it in a queue of pending payments. SPEI® frequently runs a process that determines whether payments can be settled with the balances that participants have at that time. If a payment cannot be made due to lack of liquidity in the account of the participant who sends it, it stays in the queue of pending payments. The remaining balance outstanding at the close of payments is canceled and the account balances are transferred to SPEI® Unique Accounts in the SIAC Participant.
