SlovakiaOnline gaming is permitted in Slovakia. Companies licensed by the Ministry of Finance are allowed to offer internet betting. Qualified licensees must be registered in Slovakia and have their servers located in Slovakia. Online gaming is regulated by sections 9 and 29 of the Gambling Act 2005. Operators offering gambling on the internet are required to pay taxes to the state budget of 27% of the difference between accepted bets and payoffs. In December 2018, Slovakia’s National Council passed a new gambling act, opening its online gambling market to international operators across the European Union for the first time. The legislation, drafted by the Ministry of Finance, will end the regime of the state-owned national lottery operator, Tipos. However, under the new regulations it will continue to run its online monopoly on certain types of lotteries and bingo. Tipos was granted credit protection again creditors by the Bratislava 1 District Court in May 2011. Tipos had steadily been losing business to foreign-based online competition and facing a EUR 66 million judgment for lottery trademark infringement awarded by the Slovakian Supreme Court. In 2011, the Slovakian Ministry of Finance withdrew its proposal to block online gambling sites that did not have a Slovak license for fear of violating EU law.
