Jersey

Jersey is the largest of the Channel Islands, which also include Guernsey and Alderney. Each island has its own gaming legislation and licensing regime. Jersey's three-person Gambling Commission was formed to serve as the regulator shortly after the passage of online gambling legislation in 2005.

In 2008, Jersey took its first steps to licensing online gaming when it passed the Gambling (Remote Gambling Disaster Recovery) (Jersey) Regulations 2008. This legislation permits remote gambling operators to offer services from servers located in Jersey in case of an emergency.

On 3 September 2010, the Gambling Commission (Jersey) Law 2010 came into force, creating the Jersey Gambling Commission. The new law transferred all responsibilities for licensing, registration and regulation of gambling from the Gambling Licensing Authority to the Commission. Functions relating to the Channel Islands Lottery and order-making powers remain with the Minister.

In January 2012, Playtech Limited applied for a Jersey remote gambling license, becoming the first operator to do so. The Jersey Gambling Commission has signed a memorandum of understanding with the Danish Gaming Board and has recently approved three firms to test online gaming systems: Gaming Laboratories International (GLI), NMi+ and Quinel Italia.

In January 2015, online gambling provider Twelve40 was issued the first license to operate online gambling in Jersey, with conditions attached, including a duty to manage problem gambling.

The Gambling (Jersey) Law 2012 took effect in January 2013, repealing the 1964 Gambling Law, which made all forms of gambling illegal while allowing states to make specific forms of gambling legal. The 2012 law differentiates between types of providers of gambling services versus different forms of gambling. The law eliminates supervision of citizens gambling within their homes and gives the Commission the right to issue directives and revoke licenses without going to court, among additional authorities.

Jersey offers two types of online gaming licenses – an iGaming operator's license and an iGaming disaster recovery license. The operator's license allows operators to offer their online gaming services to the public. The disaster recovery license allows providers to offer recovery services in case of a disaster.
