Basically, if you order a rye whiskey at this restaurant, you have to pay an additional $1 fee to have a gigantic ice cube sitting in your drink. You can't order your drink "on the rocks." You order it "on the rock." And you pay for it.
The best part about this story is that there is apparently a market for paying for ice, since the restaurant continues to sell it and get away with it. The Reel Life thinks there has to be some sort of arbitrage opportunity here. Let's open up a restaurant next door and sell the exact same products, but only charge 50 cents for ice cubes. Think of all the business we'll steal!
Of course, the hipsters that probably go to that place and pay $1 for ice would more than likely be willing to pay up to $5. Because the more expensive and ridiculous something is, the more likely that you are doing something exclusive.
