The 24-year-old man, who was not affiliated with the Breeder's Cup in any way except possibly as a spectator, snuck into a restricted area, climbed onto a horse, and rode it onto the track. When people realized he wasn't supposed to be there, the police asked him to leave, at which point he got rowdy and refused. He was charged with public drunkenness and disorderly conduct.

As far as we have been able to find, nobody has asked the horse what on earth it was thinking giving rides to drunk randos in the middle of an important race.
