Rhode Island Casino Chances Dimming

PROVIDENCE, Rhode Island – As reported by the Providence-Journal: "The chances of a special-election vote this year on the proposed Harrah's-Narragansett Indian casino grew dimmer yesterday when the Rhode Island Supreme Court said it would not consider the constitutionality of the proposal until mid-August.

"The court announced that it would hear oral arguments on Aug. 15 and decide after that whether to issue the opinion sought by the House of Representatives on the constitutionality of this year's reworked casino bill.

"Noting that the House and the Senate are usually out of session by then, Rep. Timothy A. Williamson, the leading House champion of the proposed West Warwick casino, likened the Supreme Court's timing to a 'pocket veto' and called it 'a travesty of justice.'

"…The lawmakers could pass a casino bill before they break for the summer, or reconvene after the court meets.

"…But Senate President Joseph A. Montalbano, D-North Providence, said hopes to finish the Senate's business by July 4 and time is running short…"
