The bill, House Bill 379, enjoyed strong support in the Senate and the House, concerned stricter testing regulations, the report said.
The bill would have introduced Association of Racing Commissioners International procedures around sample testing at all stages of the race and out of state competitions, the Alamagordo News reported.
Gov Martinez took the position in her veto that the bill was unnecessary as standards were already strictly adhered to, the report made note.
