Mohegan Authority Names New President, CEO for Tracks
UNCASVILLE, Connecticut – (PRESS RELEASE) -- The Mohegan Tribal Gaming Authority (MTGA), the operators of Mohegan Sun, announced today that Robert Soper has been designated to become President and Chief Executive Officer of Pocono Downs and five Pennsylvania off-track wagering (OTW) operations, subsequent to the closing of the purchase agreement with Penn National Gaming, Inc (PENN), which is expected in early 2005.

Soper has been with Mohegan Sun since 2001, serving as Senior Vice President of Administration, where he has been responsible for managing and overseeing the Human Resources Department, Security and Surveillance, the Legal Department and the Shops at Mohegan Sun. Prior to this position, Soper served as Senior Attorney for the Mohegan Tribe, where, among other things, he was responsible for managing the legal issues associated with all commercial transactions of the Tribe and Mohegan Sun, as well as consulting and advising the Tribe on various legal and business issues. Soper holds a Bachelor of Business Administration from the University of Georgia as well as a law degree from the University of Georgia Law School.
In October 2004, MTGA entered into a purchase agreement with subsidiaries of Penn National Gaming, Inc. providing for the purchase of the entities which own Pocono Downs and five Pennsylvania off-track wagering (OTW) operations located in Carbondale, East Stroudsburg, Erie, Hazleton and Lehigh Valley (Allentown). Opened in 1964, Pocono Downs is a 400-acre harness racing facility located in Wilkes-Barre, Pennsylvania, approximately fifteen minutes from the popular Pocono Mountain resorts.
Following the closing of the transaction, MTGA will obtain the right to apply for a Category One license to initially install and operate up to 3,000 slot machines at Pocono Downs, one of the fourteen sites eligible to apply for a gaming license under the recently passed Pennsylvania Race Horse Development and Gaming Act. Upon the issuance of a license, MTGA plans to proceed with its plans to open a new slot machine facility in early 2006. The new facility would also feature amenities such as a buffet, steakhouse, food court, lounges and a small entertainment venue.
MTGA is an instrumentality of the Mohegan Tribe of Indians of Connecticut, a federally recognized Indian tribe with an approximately 405-acre reservation situated in southeastern Connecticut, adjacent to Uncasville, Connecticut. MTGA has been granted the exclusive power to conduct and regulate gaming activities on the existing reservation of the Tribe, and the non-exclusive authority to conduct such activities elsewhere, including the operation of Mohegan Sun, a gaming and entertainment complex that is situated on a 240-acre site on the Tribe's reservation. The Tribe's gaming operation is one of only two legally authorized gaming operations in New England offering traditional slot machines and table games. Mohegan Sun currently operates in an approximately 3.0 million square foot facility, which includes the Casino of the Earth, Casino of the Sky, the Shops at Mohegan Sun, a 10,000-seat Mohegan Sun Arena, a 350-seat Cabaret Theatre, meeting and convention space and a 1,200-room luxury hotel.
