Recent economic problems in Dubai may make the Meydan a harder sell that originally envisaged when the project was unveiled in March 2007.
The Meydan is constructed with Tapeta, believed to be the future in artificial surfaces, the Guardian report noted.
The Guardian report also noted Dubai has the capability to create a "truly international championship race meeting" at what the newspaper termed "the right time of year."
