James L. Dicapo, along with three others, were arrested in March and charged with "operating the Internet gambling scheme." the report said.
Allegedly punters were given a toll-free phone number and web site from which they could place bets, the bets were routed to Costa Rica, and then Dicapo would pay out or collect money from customers, according to the Kansas City Star report.
The business is alleged to have received nearly $3.6 million in bets, the report noted.
