Florida lottery games fall short

TALLAHASSEE, Florida -- As reported by the Miami Herald: "A bad bet by Florida Lottery officials -- to start a series of new games in the middle of a likely recession -- is turning into another round of cuts in the Legislature's schools budget.

"State economists announced this week that the new 'High Roller' scratch-off game, as well as new mid-day drawings of Cash 3 and Play 4 Lotto games, will produce $109 million less than expected for the current budget year and $179 million in the 2008-09 budget. The mid-day games are scheduled to start next month.

"For schools, that means more cuts to the 2008-09 K-12 spending plan, already shrunk by $115 per student in the Senate and $85 per student in the House.

"...Gov. Charlie Crist and Florida legislators banked on additional Lottery money when they wrote their budgets based on the February forecasts.

"But the new money from scratch-off games didn't emerge in the early months and isn't expected to appear any time soon, so state officials called forecasters together this week to downgrade their predictions..."
