The controversy is over whether or not fantasy sports betting equates to illegal gambling, the report said.
The ruling affects the country's largest DraftKings and FanDuel companies who are prevented from engaging with a significant customer base, Reuters reported.
Both companies will appeal the ruling, the report noted.
