INDIANA – As reported by the Indianapolis Star: "The outgoing director of the Hoosier Lottery was scratched in a melee that broke out this afternoon as people scrambled to snag free lottery tickets.
"Lottery employees released 200 balloons in Downtown Indianapolis as part of a promotion for a new holiday raffle game.
"…As the balloons were released at Pan American Plaza, people darted forward snatching them out of the hands of startled workers. Lottery officials begged people to stand back, but the chance of winning money proved to be too much for some to resist…"
