ARKANSAS -- As reported by the Arkansas News Bureau: "Lt. Gov. Bill Halter will push for a statewide lottery to benefit college scholarships in Arkansas.

"...Halter's proposal creates a trust fund for lottery proceeds, which would be used to cover administrative costs by the state, dispense prizes to winners, and set aside the remaining balance for scholarships to two-year and four-year colleges..."
