The Illinois Racing Board made the online and phone wagering options available in October 2009 and gave permission to four companies to host online horse betting. Previously wagers could only be placed at the track or at an offtrack betting parlor, but now gamblers may place bets on horses through approved websites or by phone.

Illinois residents may open advance deposit wagering accounts at www.tvg.com, www.youbet.com, www.twinspires.com, and www.Xpressbet.com.

Each transaction is taxed at 1.75 %. The profits are split among the state, tracks, and purses for horsemen.

The Illinois Racing Board made the online and phone wagering options available in October 2009 and gave permission to three companies to host online horse betting. Three months after the state and federal authorities approved the sale of lottery tickets online, the Illinois lottery began selling lottery tickets on their website.
